PAPA Standard Special Provision
9/23/2019: PennDOT worked with the Pennsylvania Asphalt Pavement Association to develop a standard special provision (SSP) facilitating the use of higher amounts of reclaimed asphalt pavement (RAP) into 19.0 mm asphalt mixtures for use on low volume roadways.

The Pennsylvania Department of Transportation is continuing with the development stage of implementing the Federal Highway Administration’s (FHWA) Every Day Counts-7 (EDC- 7) Initiative: EPDs for Sustainable Project Delivery. EPDs communicate the greenhouse gas (GHG) emissions of construction materials in a transparent and standardized manner. Effective for JMF year 2025, EPDs will be required for approval of any JMF. PAPA partnered with PennDOT to deliver a webinar held on October 31st to discuss the new EPD requirement. PennDOT hosted the webinar and walked through the steps to enter the required information into eCAMMS. PAPA members, Lindy Paving and Allan Myers, provided a presentation and answered questions.
